Years ago when CALEA appeared, I had something like 13 central office switches 
that all had to be upgraded.  What a PITA  for something that was never ever 
used one time.  

I have noticed the bureaucrats no longer want to do email or text.  They will 
not answer the phone.  They will call you back if you leave a VM.  They don’t 
want to leave any discoverable evidence if they can help it.

Oh yeah, that's both more plausible and more alarming.  

I'm now imagining scandalous telephone recordings popping up on Wikileaks.  
They could have a pair of Boeing engineers casually discussing top secret 
skunkworks stuff.  People say all kinds of crap on the phone that they won't 
put into an email.
