Years ago when CALEA appeared, I had something like 13 central office switches that all had to be upgraded. What a PITA for something that was never ever used one time.
I have noticed the bureaucrats no longer want to do email or text. They will not answer the phone. They will call you back if you leave a VM. They don’t want to leave any discoverable evidence if they can help it.
