The whole EBS thing was kind of a scam.  Educational institutions could get the 
spectrum if some consultant clued them in to apply for it.  Very few ever used 
it for educational broadcast TV, but then they could lease it out to companies 
like Clear so it was like free money for the schools.  I seem to remember no 
new EBS licenses were issued, but existing license holders were allowed to 
expand their circles to natural boundaries like county lines at one point.

 

The circles were not necessarily around the schools, but around a tower or a 
location where they might build a tower.

I remember getting PCNs for Clearwire (later just "Clear") with 255 
installations per PCN. 

I also recall complaining about such ridiculous notices.
