Average latency... to where? I'm an average of 37 ms from a customer router to 
google.com (we peer), but only 21 ms to an off-net server in Chicago (with whom 
I don't peer). Server to server is only 2 ms, dang last mile... 


What if the ETF is a sliding scale based on the length of the term?
