Yes, and depending on the length of the fiber and the conditions on the other end, you can have a return loss effect causing a splice to appear to have negative loss. Called a “gainer“. But this trace looks like a bad splice to me.

Attached trace is a splitter showing return loss. It's supposed to be fusion spliced, not connectorized. There are several of these on this project. Trying to figure out if contractor snuck in some incorrect parts or if he's got issues with his fusion splicer.
