Maybe the building department has the drawings but my water department
contact does not. I'll inquire more.
Thanks for the tips.

+1 to Josh.
Anytime a tower company asks me for a structural engineering I ask
them for a copy of the most recent one. I tell them I don’t want to
waste my time on fees if it won’t pass as is. I they can’t provide me
one I throw it back to them. Why do I want to do structural on
something that has never had it done? Usually this can lead to a
waiving of the structural costs or getting the company to reimburse
the cost of the structural.

If they have to "keep the same rules for everyone" then by definition
the most recent cell company would have required those drawings. Ask
for the most recent copy.

I just heard back from one of the engineering companies
recommended by a
tower owner, he ballparked $1000-$1500 for the drawings, and
$1500 for
the engineering, but said it depends on how much of the drawings are
already done, or if he has to go out and survey the tower and
make one.
