Would an Email to SMS be sufficient? The Ancient APC stuff could do
this with contact closures triggering an email sending, all from the APC
board itself. That's almost instant. I'm guessing you meant 'no
server' as in the triggering device needing to talk to a server that
does the alerting.

I have a hard time imagining how this can be done without a server of

You can do a heck of a lot with a Raspberry pi. That's still a server,
but it would be very simple and cheap.

Alarms with an app. I would like an alarm sending unit that gives me

Forrest’s stuff will do this. Suggestions? Something that will give
me an alert on my phone. Don’t want a server involved. Don’t think
snmp traps are a solution. Don’t want anything that has to poll.
