A. Government Regulation of Interconnection As noted, both federal and
state laws currently regulate utility interconnections. Whether state or
federal rules apply to a given interconnection depends largely on: (1)
what type of electric line the project is being connected to, and (2)
which utility controls that line. These jurisdictional issues, however,
are extraordinarily complex. There are few bright lines distinguishing
between state and federal interconnection jurisdictions, and in many
cases the issue of who is in charge is open to some debate.
