I have a Windows 7 Atom server I RDP into, and Chrome takes about 10 times as 
long to start up as Internet Explorer (yes, this machine still has IE on it).  
It’s slow enough that I really hate to use it, but Ubiquiti stuff after a 
certain FW version doesn’t like IE or pre-Chromium Edge.

 

My feeling is it’s just part of the trend toward bloated software that assumes 
you have a fast CPU with lots of cores.

Chrome has been snappy as ever on any desktop/laptop.

 

On the Rock Pi X it's a little slow, but it's a 5 year old Atom CPU.
