That would surprise me. A fallen power line or other mishap could
energize metallic components, whether it's sharing a conduit or not
doesn't seem relevant. Every aerial splice enclosure has ground lugs,
and there's not typically a conduit on aerial.
As far as I'm aware, the NEC only requires the metallic part of a
fiber cable to be grounded if it's co-run in a conduit with power
cables. No grounding required if there's no metal.
