We know where the ground stations will be, not sure how many are built or 
operational.

Don't forget they're operating on only about 600 sats at this point (and we 
don't know how many of them are actually working), and we have no idea of the 
coverage or where the ground stations are. Considering they have said (or Elon 
has said) they need ~~ 800 sats to begin a public beta, my guess is that 
satellite position and ethernet routing is less than optimal.
