Yeah you can send to the email version of the number...just have to know what carrier so you get the format correct. I've done it both ways. With Twilio there is a cost. Not sure if you have a deal with an SMS gateway being a telecom provider. You can find cheaper gateways than Twilio, but $0.0075 cents per message is pretty reasonable. I think bandwidth.com is like 0.005 so a little cheaper.
