Aggregate demand of 38 licenses? That’s at least 10 bidders fighting over one county.
I’m guessing it’s just bidders playing games. Pick a county with a lot of demand and pile on. It’s a safe place to park a bid that you know you can get out of. Going to suck if it’s a county you actually want though. Price just keeps going up while the big boys play games.
