I do have an RSD handy but it doesn't say isolated and some others do.
Is a Dcdc converter isolated by nature?

 The specs say they will take 24v also in the dc port, would I still need the 
dcdc?
The sales guy told me they are positive ground.

Yeah - you will need -/+48VDC for the Aviat radio.  They are floating, so they 
don't care about -/+.  I would stick a Meanwell RSD in line to convert your 
-24VDC to 48VDC and be done with it.
