LIDAR is likely not predicting RF so reflections should not be a consideration 
if it is just doing a LOS plot. Your image didn’t show where the site is so 
it’s hard to give a complete answer. Is it possible that there is LOS from a 
different site? Is it possible that there is just enough gap in the trees or 
obstruction that would allow coverage to that spot? It’s sometimes hard to tell 
why an area works if you cannot view the terrains/obstruction data in hill 
shade format so your brain can visually interpret the data. Is it possible that 
that part of the parking lot rises up in elevation such that it’s good enough 
for LOS? 

 

If I were pushed in to making an educated guess just based on this image and no 
other input, I would say it’s coverage from a different site. OR it is quite 
possible the aerial imagery you are using is not in the same 
projection/alignment as the LIDAR data itself. When you get down to this 
resolute level of detail, different map file projection can shift things a foot 
or two here and there (including vertical ground elevation) that you can have 
what appears to be an inaccuracy.

Heres an anomaly, the structures are not new.

Would the LIDAR collection be impacted by a reflection off the driveway (maybe 
it was wet and at at just the right grade to reflect)? This drive is fully 
obstructed by the outbuilding
