Normally you core the street or sidewalk, vacuum excavate the hole, then leave it open so you can see what you are crossing when the directional drill gets there. After you cross the other pipe/cable/wire etc then you fill it. But if it is in a traveled surface, we have to fill it with flowable fill in some jurisdictions. Then after that sets up you come back and glue in the core you removed.
So yes, after you remove the core but before you restore. These will also keep a horse or cow from breaking a leg when it is not in the street.
