In theory, the FCC broadband map should help, but it has some issues.
https://broadbandmap.fcc.gov/#/

Either there are no WISPs in that part of Ohio, or they don't file Form 477,
or the FCC data is out of date. If I search in the Toledo area, Amplex
shows up. If I search in Ashland where my wife grew up, a little local WISP
shows up. But over by West Virginia, not much.

Searching for towers won't help much because they exist for many purposes,
not just wireless Internet, plus WISPs may be on structures that most people
wouldn't consider a "tower", like grain elevators or buildings or silos.

Subject: [AFMUG] Need help finding providers in Ohio.

Hey guys,
I have a good friend who works for Dell, he has been working with
OARNET and they are struggling to find broadband providers for
educators, students, etc in rural Ohio. What I'm hearing is they are
finding towers, etc in the areas they need coverage but are having a
difficult time identifying the operators. So, I suggested that I throw this
out on the list and see what the borg has to say. I'm here in
Michigan and travel thru Ohio a lot. I see a lot of gear all
over rural Ohio, (my wife says I spend more time looking at
towers, etc than the road) so I putting this out there for discussion.
I don't have any specifics on locations at this time, although the
Athens area was mentioned. I did provide him with the link to
Towercoverage.
