Sure.  And in the real world …



Greylsiting is highly effective against a specific set of spew sources: compromised machines connecting directly to SMTP. But now most ISPs block port 25 by default (since port 587 is now widely supported) so you don't see a high volume of fire and forget compromised users anymore.
