Don't use PTZ. They are far more hassle than they are worth except in really unique situations, and end up missing whatever happened usually.
If you have to use something to minimize cameras... try a fisheye lens. The IgniteNet mixed media converters are fairly inexpensive. I've had a lot of interest in Verkada personally https://www.verkada.com/ Pricing is a bit high (especially at a $500 per camera budget) but 10-year warranty, onboard retention, and the cloud model is pretty cool.
