If they don't currently have a license they're out of luck, as the band is being repurposed for commercial use. Not a lease for pay state. ie it's only available to school districts or ISPs willing to prioritize education connections in exchange for access to that districts lease. Speaking of that. Are districts default entitled to x mhz? How does that work. We have two districts in my town. Do each get some or do they share and have to agree to sale/lease?
