It could just be expediency, or some agency had a cookie cutter emergency plan drawn up that they invoked.
Kind of like NYC having FEMA or the Army Corps of Engineers set up prefab hospitals in the Javits Center. You make one call and it’s done, you don’t have to manage any of the details, someone else does it and you can focus on other things. It may not be the lowest cost or the most creative or even the best, but the vendor is on your approved list, you’ve worked with them before, what they’re going to deliver has already been worked out, and they manage the project. I’m thinking of the company ABC Plumbing/Heating/Cooling/Electric that runs commercials in the Chicago area. Homeowner has a problem, what are you doing about it, I called ABC. Tagline: “so it’s done”. Their pitch isn’t low cost or any of the other typical claims you see in ads, it’s you make one call and it’s done.
