Yeah, I suppose I would hire a Indian company to crank it out.  They are pretty 
cheap.
Could do it myself but I am lazy and don’t want to learn how.

You'd need to build an Android app and iPhone app.  And all the other problems 
that come with it (installing it, versions, maintaining it, updating it through 
major OS).  Something universal for such a basic need is far superior for your 
use case.

can take the picture right from the cab. Wondering if the electronic log 
systems could not have a camera installed to take the picture or scan the QR 
code and have it automatically entered in to their logs. The same camera could 
be used and left running as a dash cam as well in case there are ever any 
accidents.

    I like Carls idea the best - any modern phone will read the QR code.  Have 
it translate to a URL with the PDF?
