It was a test. They worked on a number of different air frames to see how they would handle EMP. I'm told the fun times were when people would show up to put their gear on the platform during a test. No names, just orders to let them do it. Sometimes the black boxes would emit a small amount of smoke after the tests, and there would be frowns.
