Both may be true (and I assume they are). 

As an operator of an IX-hosted Akamai node, I have been in discussions with 
Akamai about capacity planning for the migration of lower volume in-ISP nodes 
onto our IX node. More servers, power and space for more servers, more cache 
fill, etc.

My on-net Akamai cluster has been 4-6Gbps today.. and funny enough Akamai sends 
me an email this afternoon saying they’re going to decommission the cluster 
we’ve had for 20 years. “Lack of demand”.. uh huh. I guess the new baseline is 
10Gbps average from them. :(
