Sawzall or porta-band. It just takes practice to get a straight cut freehanding it, otherwise use a table and clamp it down. I usually use a sawzall at home or a bandsaw at the office.
There are deburring tools or you can simply take a scrap piece of EMT and ream it with itself, or a round file.
