That's probably state-specific. I've been operating that since we're a CLEC and a CLEC is to be treated no differently than the incumbent, that we get access to all of the same public easements they have.
The specific easement may (or may not) provide more information on it. I'm actually looking to route around a bunch of NICOR (natural gas company) crap right now. They take up the entire ROW on both sides of a given road (and have an additional private easement taking up even more space.
