So I've pieced together some facts which may actually lead to the actual
cause

1) As Caleb pointed out 21:00 is actually 0:00 in moscow time.

2) Based on the above I went digging.   The GLONASS time scale is actually
based on moscow time.   So the end of the year is 21:00UTC according to the
GLONASS satellites.

3) Wondering how GLONASS transmitted the date, I went digging some more and
found that it transmits the date as follows:   "Day number (1 to 1461)
within a four-year interval starting on January 1 of the last leap year [nb
3] according to Moscow decree time"  So the GLONASS day rolled over as well.

4) This reminded me of one report we got from a customer:   "All packetflux
devices began showing a date of 1/1/2016 and throwing off sync across more
than 40 sites."

This smells like a GLONASS rollover issue.   Which would explain why GPS
only receivers weren't affected.
