100% volunteer effort once it became a thing.  Presidents and First Ladies have even worked the phones some years.

My youngest kids are just getting to the age where it isn't a big thing... but Christmas Eve we generally would keep the NORAD Santa Tracker website up.

PCI Broadband, a WISP in Colorado Springs I know has some involvement in the tech side of the volunteer effort.

Which part are you surprised about?  The fact that NORAD is still tracking Santa after all these years, or that you can now ask Alexa when Santa will be at your house?
