Depending on what you used to pay for the rental car, you may find that there is additional coverage that will cover whatever the deductible is. Some may be secondary to all other forms of insurance which might apply (such as your personal auto insurance if applicable). The credit card I use for this type of stuff (Chase Sapphire Reserve) is one of a handful (mostly from Chase) that provides primary coverage for collision and damage which is part of the reason why I carry it.
As a result, I tend to take the rental insurance out only when out of the country or when I'm renting something odd, like a RV. This is mostly for liability and not the damage waiver since the portability of my personal insurance to something which doesn't fit into the same category or country as my home vehicle is always questionable. I definitely agree with you about the poshness of some of the places in Monaco, We skipped a few of the places we would have liked to visit just because of the dress code. Still loved the stuff we saw. I tend to be a fairly cheap traveler, so not only do I try to find the places which are both inexpensive and also places which are near public transit hubs or at least reasonably close to the main transit for the area. For example, in Nice we picked a hotel which was near a bus stop from the Airport and was also across the street from both the main train station and the Trolley/Light Rail. Everywhere we went in the area (including Monaco) then became a day trip - hop on a train to the city, then walk around or use public transit in the area.
