We ended up reaching out to IP4 Depot. Nice guys, seems the process is pretty straight forward and slightly less money than I expected, We will see how clean the IP addresses are once we get them.
Talking to him about ARIN, I pretty much chot myself in the foot. We had started working toward more prior to the depletion, so I was renumbering to get the usage. Problem was that we had come from a flat network with IP space all over the place and subnetting out to the routed sites was slow going with both ours and customers critical things tied to IPs. by the time depletion hit I stall had a bunch of IPs I couldnt free up. Turns out that ARIN doesnt actually go out and verify all that much, I could have rode it out on the projections and not current 80%. I thought they had jackboot thighs with iron pipes and IP scanners.
