We have powered cabinets in the ROW. Has been fine so far. One adjacent

I do both.  Frequently the ROW is wide enough and the local road department 
will authorize the cabinet.  Once it is there it is there.  Private easements 
can become difficult if not negotiated properly.

Having to put a Purcell cabinet with fiber switching in the RoW. Is that normal 
to use the RoW or sublease 5ft sq from a private owner? Extra paperwork 
involved?
