I remember a fable where the king appointed the royal cabbage patch as his ministers. That way whenever something went wrong and the peasants were about to revolt, he could say that one of his ministers had been beheaded.

I remember a decision theory class where the prof said even someone who is always wrong could provide useful advice. If there were only 2 choices, just do the opposite. Or at least you could eliminate one of the choices. When someone complains their boss, spouse, etc. asks their opinion but never follows their advice, I wonder if this strategy is being employed.
