It was undergoing restoration/repair work at the time (which may be implicated as the source of the fire). Perhaps they were doing some fire prevention work too?

Perhaps some bureaucracy would not allow the modification.  I have a kid that lives in England.  They have structures that cannot be repaired, even in the most minor way, without detailed plans, approvals and using only a select set of approved handymen.
