Perhaps some bureaucracy would not allow the modification. I have a kid that lives in England. They have structures that cannot be repaired, even in the most minor way, without detailed plans, approvals and using only a select set of approved handymen.
You'd think the contractors involved at Notre Dame were highly skilled to work on such a historic structure, but maybe they were the lowest bidder and whoops there's a fire.
