I used to do the RF design for cellcos back in the 90's finding the sites to put them, and actually lived in SLC for a couple years designing the initial Cricket network You would definitely want to put them where there are not towers and in high traffic areas (i.e. by freeways, shopping malls, busy intersections, etc.).That would be your best bet. Most of them have internal site acquisition people who would be the ones to contact. You might scour the area and see how close you are to other existing towers. If your sites are in between, you might have a better chance at getting them to add a capacity site, or if it is in an area with spotty coverage you could be in better shape.
