So, I reverse engineered the controller, found a main feed cap that didn't have enough capacitance to power the controller, replaced that, then found the op amp was goofy, replaced that (it was actually in a socket).

Installed everything, hot water. Very happy. In the process while wiring up the triacs to the heating elements, got in a hurry and did it without powering it down.

First time in my life that I blew a circuit breaker from the current that went through my hand! I presume the circuit breaker is more sensitive to currents to ground but I am pretty sure my hand did not conduct 20 amps.

Yeah that's like 80 amps at 240V. 8 AWG would be correct for 40 amp
circuits.
