Rodeo prefers layer 2 as well. 

Well, everyone should prefer layer 2.

At WISP America the Rodeo rep was insistent that it's allowed, but it 
was an uphill battle to get it accepted. I think he said they had to 
pay for testing to prove the encryption was sufficient. 

If I'm putting it all on the table, I really liked what Real Choice had 
to say, but I can't easily get a layer2 connection to them.
