Some recommended questions for a difficult case like this: Is the line at 100 or 1000 mbit? Are both ethernet ends set to autodetect speed/duplex? What brand of cable? Is it shielded? Are both metal ends correctly connected to the shield? Do you have a main ground line between the tower metal and indoor equipment so that no voltage tries to go over that shield on the ethernet cable?
