I would test each of the 8 wires of a CAT5 cable for continuity to “ground”.  
Like the ethernet shields or either side of the power supply.
If no continuity, I would then power it up and check for voltage between the 8 
wires and either side of the input power supply.

If no continuity and no voltage, they you can assume you are DC isolated.

Chuck (Well, directed at Chuck, but interested to hear if anyone else has 
ideas), 

What would you consider a reliable method for checking a port for magnets / 
Ethernet transformers / isolation modules? Is it just a matter of testing the 
individual pairs for resistance or continuity? 

Every time I want to know if a port will isolate PoE on its own, I just crack 
the device open, and look. I'd like to be able to test externally if possible.
