Moving forward, "is there a way to use BigQuery to read all of these offline conversions from the api ? That would help to pinpoint where is this discrepancy coming from. So far Ive looked through the docs but I cant anything.", our team won't able to comment on the use of BigQuery to read all of these offline conversions since our team's expertise is limited to Google Ads API. However, you may note that BigQuery concerns are handled by a separate team and that being said, I would suggest to their support team via this link. Furthermore, if you've used Google ads API to upload conversions, and seeing discrepancies, then so our team can better check, you may provide us complete logs ( request and response logs with request ID and request header ) and you can provide it via Reply privately to author option.
