With regard to your concern, to get the information that you are looking for, you can use the ad_group_criterion report and include ad_group_criterion.position_estimates.first_page_cpc_micros. Also, so that this report will only get the keyword criterion, you can filter the ad_group_criterion.type by KEYWORD enum value. As for your question about the optimal way to download this information, I would suggest using the SearchStream as it is typically faster since multiple roundtrips are avoided and reading/writing from disk cache is less of a factor.
