Moving forward to your concern, since you've mentioned that you are using your token in your AdWords API, then you may check this Carryover Concepts from the AdWords API document. You can see here that you can use the same developer token that you used with the AdWords API, and whatever level of access you had for the AdWords API will carry over to the Google Ads API. Regarding activation or enabling, can you check this document if this is what you're looking for?
