In the API's perspective and as for feed items, they are generally managed through a different service. That said, you will need to perform a separate deletion request using that said service, to complete the removal of both feed and feed items. However, since you mentioned deleting the feed items through a bulk upload file, then this indicates that you are using the Google Ads UI instead of the API. For issues encountered through the UI, you may reach out instead to the Google Ads Product Support team via this link, for further guidance. Now, in the API's perspective once more, you can use the feed_item report to verify whether there are still feed items within your account that require deletion. I hope this helps.
