Unfortunately, creating campaign goals and creating actions shown on Ads UI are not yet supported in the API. We have already raised a feature request regarding this. Please keep an eye on our blog for the announcements and updates on new releases. However, you may refer to the API's scope regarding campaign goals as discussed here.
