You can instead directly query all the ad groups belonging to your account using the ad_group report. You should also be able to filter using the campaign.id field. Once you acquire the details of the ad group such as the ad group's resource_name, you may then use those to update the bid or other attributes of the ad group using the AdGroupService. Examples on retrieving a report can be found here, while examples of updating an ad group can then be found here. I hope this helps.
