Hi Elif, The number of a single user's identifier details that you can include in a UserData object has now indeed been reduced to 20 as discussed in the blog. You may note as well that it also states : This is to clarify that each set should represent a single user.
That said, an AddOfflineUserDataJobOperationsRequest should still be able to include up to 100,000 operations, as per this guide.
