The reason you are not getting ad performance data in this report is because the app campaigns. AdWords API only supports a few reports with app campaigns which are mentioned here. Ad Performance Report is not one of the supported reports. You can migrate to Google Ads API to get this data via ad_group_ad report. Let us know if you have any further questions.
