Thanks for reaching out to the Google Ads API Team. It seems that the token transfer only maintains the API access level. Based on our documentation, the manager account you select has no effect on the set of Google Ads accounts that your API token can access. With this, you will still need to generate OAuth2 credentials that has access to the accounts you would like to access via API. Let me know if you have any further clarifications.
