Hello, Thanks for reaching out. Your developer token MCC does not have to be connected to the account hierarchy that you are targeting for API calls.
If you can provide your complete request and response logs we can have a closer look at this issue. In the meantime, please ensure the following: You have enabled the Ads API in your Cloud Console project.
