You've mentioned that your campaigns created via API are not serving ads. Could you confirm if there are any errors encountered when creating those campaigns? If yes, can you share to us the following details below via the Reply privately to author option or via our email alias (googleadsapi-supp...@google.com)? If using the AdWords API complete SOAP logs (request and response with requestId) If using the Google Ads API complete logs (request and response with request-id) If no errors were encountered, then there should be no API issues.
