Hello Yasar, Thank you for your response. If I understand you correctly it is different than what I suspected. What I initially thought is that I will not be able to build an application that starts an OAuth2 flow for a new, unknown to me, user to access their Google Ads invoices because the developer token is always limited to a Google Ads manager account and therefore that data. Is that not correct?
